The Python test cases in subversion/test/clients/cmdline should raise
an svntest.Failure exception on failiure, instead of returning an
error code. The infrastructure for that is in place and two sets of
tests (all of svnversion_tests.py, and prop_value_conversions in
prop_tests.py) have been converted.
There is also some work remaining on the infrastructure: it might make
sense for the WC checking functions in svntest.actions threw an
exception on error, so that most of the uses could be simplified.
