[SVN-1135] 'svn cat' doesn't handle CR/LF correctly

Description

when downloading previous revisioins using 'svn cat' command under 
Windows (CR/LF) instead of correct CR LF sequence i get CR CR LF.
The svn:sol-style is set to 'native'.
