Python SWIG bindings don't install correctly

    Description

      Since this bug has regressed more than once, I'm adding an issue to
track this bug.  The bug is that the distutils install and svn install
are using the same prefix which is wrong.  Also because the prefix is
hardcoded, you cannot do HOME directory installs.
