cvs2svn doesn't respect executable bit

      Description

      CVS handles the Unix executable bit quite nicely: if you "cvs add" an
      executable file, it is executable in the repository; if you "cvs co"
      or "up" an executable from the repository, it is executable in your
      working dir.
      
      cvs2svn should notice when a file in the CVS repos is executable, and
      set the svn:executable property if so.
