      Description

Gstein and sussman both very much like the fact that 'svn revert' is
100% non-network. When it encounters a missing dir, it simply sends
an 'unrevertible' notification to the client, which then recommends
      updating.

However, someday 'svn revert' -should- be able to grab directories off
the network, if the user passes a --force flag. This is also
important if we ever allow working copies without text-bases.

Note that kfogel doesn't like this design; he thinks 'svn revert'
should hit the network whenever it needs to. But we're tabling this
      design discussion till post-1.0.
