Need in-repo configuration for list of mime types considered text vs binary

    Description

      Currently, svn_mime_type_is_binary hard-codes a list of MIME types
which are to be considered "text"; that is, merging can be done in the
working copy.  This list needs to become the default for a
configurable value.  This issue is of course dependent upon a
mechanism for retrieving configuration data from the repository.
