Description

This stanza:

<systemProperties>
<property>
<name>emptyProperty</name>
<value></value>
</property>
</systemProperties>

...yields "" from System.getProperty("emptyProperty").

This (supposedly better) stanza:

<systemPropertyVariables>
<emptyProperty></emptyProperty>
</systemPropertyVariables>

...yields null from System.getProperty("emptyProperty").

A test case is attached that demonstrates the issue.
