Description

It is used in org.apache.maven.plugin.surefire.AbstractSurefireMojo

Also in many place in unit and integration test.

When we drop ${localRepository} we stop using deprecated class org.apache.maven.artifact.repository.ArtifactRepository and finally we switch resolving artifact to Resolver API
