Description

even after streams-project completes a build and installs its snapshots.

for example, see:

error is:
[ERROR] Plugin org.apache.streams.plugins:streams-plugin-pojo:0.5-incubating-SNAPSHOT or one of its dependencies could not be resolved: Could not find artifact org.apache.streams.plugins:streams-plugin-pojo:jar:0.5-incubating-SNAPSHOT

i think the problem is that our master pom does not specify
snapshots.apache.org as a pluginRepository
