[STRATOS-1445] If a user is added via Carbon UI and only Internal/everyone role is assigned, Stratos throws ArrayIndexOutOfBoundsException when listing users

Description

This is because in Stratos, we manually remove Internal/everyone role, which is assigned to every user by default, when listing user information. This issue will not occur if we fix STRATOS-1444.
