The <bean:include> does not support session information, if using cookies for session tracking

      Description

      In Report #1644 the URLEncode for the <bean:include>-Tag was fixed. As
      described in the documentation of this tag, session information is maintained.
      It all works fine, if using URLRewriting for sessions (this means the
      webbrowser doesn't accept cookies). BUT if the Webbrowser accepts Cookies for
      session tracking, then the session-information is not available on the included
      page anymore.
      I observed this problem, when using the <bean:include>-Tag in the following
      manner:
      <bean:include id="content" page="/PageThatNeedsSessionInfo.do" />

      I think the problem must be somewhere in RequestUtils.requestURL().
