[STR-2248] No mention in the doc for default actionConfig scope

Description

I couldn't find in the documentation the default value for the scope in
actionConfig. A quick look in the code confirmed me that it was session (which
was causing some problems).
Could somebody alter the javadoc and user guide to specify the default ?
