Description

I ended wasting a lot of time trying to figure out why Tiles wouldn't work
with struts-chain. I finally realized that the TilesPreProcessor command was
needed (and not included in the "servlet-standard" chain of chain-config.

From the source code, it appears that there is no harm in executing this
command if Tiles is not configured.

I will submit a patch sometime soon if nobody else does (at work right now.)
