[STR-183] struts-html.xml doesnt support 'file' tag 'size' attribute

Description

The struts-html.xml 'file' tag doesnt have a 'size' attribute, making it
impossible to present a reasonable size file text-box. The code to do the work
is already in place, all that is needed is to update the struts-html.xml file
to include the 'size' attribute.

tried)
