[STR-1432] The struts-example's WEB-INF/lib/commons-validator.jar doesn't work

Description

The example fails to locally resolve "DOCTYPE form-validation" in the xml
files validation.xml and validator-rules.xml under WEB-INF directory. Under
the firewalled environment it is a problem since running example cause
accesses to outside http://jakarta.apache.org/commons/dtds/validator_1_0.dtd
to fail to get it.
I could solve this problem by replacing the commons-validator.jar enclosed in
the example package with the newest (1.0.2) commons-validator.jar.
Other examples may involve the same problem but I am not sure.
