[STORM-860] UI: while topology is transitioned to killed, "Activate" button is enabled but not functioning

Description

When I kill Topology from UI, its state is transitioned to 'killed', but 'Activate' button is still enabled.
And I push the button, it complains "Error while communicating to nimbus" from popup.

It would be better to disable 'Activate' button while killing topology.
