[STORM-455] Error-level messages from ShellBolts should turn into ReportedFailedExceptions

Description

Now that support was added for logging levels in the multilang protocol, it would be really nice if those of us writing Bolts in other languages had the ability to raise ReportedFailedException so that errors show up in the Storm UI.

I propose that any time an error level logging message is sent to a ShellBolt, it raises a ReportedFailedException.
