Add a test with

• local cluster with nimbus
• register Config.STORM_TOPOLOGY_SUBMISSION_NOTIFIER_PLUGIN

check for

• local cluster comes up
• submit a topology on that
• registered notifier plugin should receive a callback for submitted topology
