Description

As suggested buy HP in STDCXX-484 we should make use of the +hpxstd98 compiler option to deal with problems such as the one mentioned in STDCXX-276 and in general for better conformance.

As also noted in STDCXX-276 the option is only available starting with 3.74 (where it's in beta and undocumented), and then officially available in 3.80.
