[SSHD-1206] Facing re-login issue issue in SFTP server with MINA sshd 2.7.0

Description

Hello Team,

Reproduce issue steps:

1. Get the server up 
2. Do some operations
3. Shut down the server.
4. Restart again, you will fail to re-login again.
5. Close the entire window and you will be able to login 

Attached is the sshd logs for reference, I didn't found the issue in 2..5.1, and was able to re-login, any leads will be appreciated.
