[SQOOP-1285] Sqoop2: ToolRunner is not exiting with proper exit value on error

Description

ToolRunner will correctly print out error message in case that tool execution will fail. However the error code will remain 0, hence downstream scripts that are executing tools and checking it's return value don't see any errors. We should fix that.
