[SPARK-8021] DataFrameReader/Writer in Python does not match Scala

Description

When doing sqlContext.read.format("json").load(...) I get AttributeError: 'DataFrameReader' object has no attribute 'format'. These APIs should match up so that examples we give in documentation and slides can be used in any language.
