[SPARK-5600] Sort order of unfinished apps can be wrong in History Server

Description

The code that merges new logs with old logs sorts applications by their end time only. Unfinished apps all have the same end time (-1), so the sort order ends up being undefined.

This was uncovered by the attempt to fix SPARK-5345 (https://github.com/apache/spark/pull/4133).
