[SPARK-4595] Spark MetricsServlet is not worked because of initialization ordering

Description

Web UI is initialized before MetricsSystem is started, at that time MetricsSerlvet is not yet created, which will make MetricsServlet fail to register into web UI.

Instead MetricsServlet handler should be added to the web UI after MetricsSystem is started.
