Description

 e should be able to pass options for both from_protobuf() and to_protobuf().
Currently there are some gaps:

• In Scala to_protobuf() does not have a way to pass options.
• In Scala from_protobuf() that takes Java class name does not allow options.
• In Python, from_protobuf() that uses Java class name does not propagate options.
• In Python to_protobuf() does not pass options.
