[SPARK-4163] When fetching blocks unsuccessfully, Web UI only displays "Fetch failure"

Description

When fetching blocks unsuccessfully, Web UI only displays "Fetch failure". It's hard to find out the cause of the fetch failure. Web UI should display the stack track for the fetch failure.
