[SPARK-37719] Try to remove `--add-exports` compile option for Java 17

Description

We can remove the `--add-exports` compile option for Java 17  introduced by SPARK-37070 by doing the following:

1. Introduce test dependence: mockito-inline  
2. Upgrade mockito version from 3.4.x to 3.12.x
3. Upgrade org.scalatestplus:mockito from 3-4 to 3-12
