Description

Many Spark extension projects are copying `UpperCaseCharStream` because it is private beneath `parser` package, such as:

Delta Lake

Hudi

Iceberg

Submarine

Kyuubi

Spark-ACID

We can publicise `UpperCaseCharStream` to eliminate code duplication.
