[SPARK-32397] Snapshot artifacts can have differing timestamps, making it hard to consume

Description

Since we use multiple sub components in building Spark we can get into a situation where the timestamps for these components is different. This can make it difficult to consume Spark snapshots in an environment where someone is running a nightly build for other folks to develop on top of.

I believe I have a small fix for this already, but just waiting to verify and then I'll open a PR.
