Description

This is a follow-up to https://issues.apache.org/jira/browse/SPARK-31568

There, we combined gapply and gapplyCollect to make it easier to sync arguments between those Rds.

dapply and dapplyCollect are also sufficiently similar that they could be on the same Rd.
