[SPARK-31420] Infinite timeline redraw in job details page

Description

In the job page, the timeline section keeps changing the position style and shaking. We can see that there is a warning "infinite loop in redraw" from the console, which can be related to https://github.com/visjs/vis-timeline/issues/17

I am using the history server with the events under "core/src/test/resources/spark-events" to reproduce.
I have also uploaded a screen recording.
