[SPARK-30778] Javadoc of Java classes doesn't show up in Scala doc

Description

There are some APIs written in Java. However, Javadoc of Java classes doesn't show up in Scala doc. For example, http://spark.apache.org/docs/2.4.5/api/scala/index.html#org.apache.spark.sql.SaveMode

Scala users need to look at Javadoc for these Java classes right now.

This looks like a unidoc bug, but it's worth to investigate whether we can fix it since we are adding more and more Java classes.
