[SPARK-25189] CustomMetrics should be created with ScanConfig

Description

The read side CustomMetrics need to know the end offset of a micro-batch, we should update the ProgressReporter to track ScanConfig, and let SupportsCustomReaderMetrics#getCustomMetrics take ScanConfig as parameter.
