[SPARK-22432] Allow long creation site to be logged for RDDs

Description

Would be interested in adding an option to store the long version of the RDD call site in the RDDInfo structure as opposed to the short one. This would allow the long version to appear in the event logs and the Spark UI and would be useful for debugging. I'm happy to submit a patch for this.
