Description

We recently added Secrets support to the Dispatcher (SPARK-20812). In order to have Driver-to-Executor TLS we need the same support in the Mesos Driver so a secret can be disseminated to the executors. This JIRA is to move the current secrets implementation to be used by both frameworks.
