[SPARK-20075] Support classifier, packaging in Maven coordinates

Description

Currently, it's possible to add dependencies to an app using its Maven coordinates on the command line: group:artifact:version. However, really Maven coordinates are 5-dimensional: group:artifact:packaging:classifier:version. In some rare but real cases it's important to be able to specify the classifier. And while we're at it why not try to support packaging?
