Stop interrupting the update executor on shutdown, it can cause graceful shutdowns to put replicas into Leader Initiated Recovery among other undesirable things.

    Description

      I also want this change in SOLR-9824. There is a related JIRA somewhere that points this out, though that JIRA may be broader in scope.

      I think there are many good reasons not to interrupt after some additional experience.
