[SOLR-8678] admin-extra does not appear on new UI on 5.4.1

Description

admin-extra.html and the corresponding {{admin-extra.menu}}s don't appear in the new Angular UI.

I haven't tested or poked around much, but I have a few items in those HTML files. They appear on the old UI, but not the new UI.
