      Description

      As discussed in SOLR-7569, a replica may get blocked from becoming the leader due to either LIR or its last published state. This issue is to add support for overriding the last published state of a replica (core).

          The patch adds the core admin API called OVERRIDELASTPUBLISHED to override a core's last published state. Also adds support to return the current last published state from the STATUS core admin API.
