[SOLR-7752] Angular admin UI query pane issues

Description

As well as SOLR-7223 and SOLR-7737, the query pane does not accept an "enter" key to submit a form, and it does not parse URL parameters, which it should. Without this, links from the schema browser pane do not work correctly, and queries are forgotten if you reload a page.
