[SOLR-7593] admin-extra-top not visible after selecting other menu items

Description

Reproduce:

1. bin/solr start
2. bin/solr create_core -c test -d server/solr/configsets/basic_configs
3. echo blablabla > server/solr/test/conf/admin-extra.menu-top.html

Then open http://localhost:8983/solr/#/test and click on any item in the core's menu other than Overview, the admin-extra has now disappeared. This is also true for menu-bottom.html.
