Remove unlockOnStartup option

    Description

      In LUCENE-6060 we removed IndexWriter.unlock: the method is dangerous, and we needed because of buggy locking implementations which we think are now fixed ... but I left Solr's unlockOnStartup option in that issue (wasn't sure what to do). I think Solr should also remove it?
