Open indexes in read-only mode to avoid corruption

      Description

      Solr should allow using an index in read-only mode, so the application cannot possibly alter the index.

        the best way to tackle this would probably be with something like SOLR-465 and a "ReadOnlyDirectoryWrapper" that proxies all read operations to another Directory impl and throws an Exception for any method intended to modify the index.

        (ReadOnlyDirectoryWrapper should probably be a new Lucene class, not a Solr Class)
