[SOLR-5398] Global properties in new-style solr.xml doesn´t work anymore

Description

It is not possible to define global properties in Solr.xml as follow anymore.
<solr>
<property name="lucene.version" value="LUCENE_40"/>
</solr>

As result you have to copy properies in each core.properties file.
If you have many cores you have to copy many times repeated properties.

Don´t you think this is something should stay in new Solr versions?
