Remove SVG graphics from Luke XSL stylesheet

      Description

      The current luke.xsl uses SVG graphics to draw the histograms. This is not supported by InternetExplorer currently. I replaced the SVG graphics with some DIV/CSS tricks (inspired by the cool schema.jsp). I include the CSS of the admin area as well. So the page now looks like the other Solr admin pages.

          I verified that the histograms now work for following browsers:

          • Firefox 2.0 and 3.0beta (Windows XP and Linux)
          • InternetExplorer 7
          • Opera 9 (Windows XP)
          • Safari 3.0.4 (Windows XP)
          • Konqueror 3.5.7

          Committed revision 659287.

          i also made some small cleanup changes:

          • sentence cap section headings
          • removed a stray pair of <li> tags
          • made the histogram column widths uniform but still allow them to grow when really large number of terms (still used width/num_bars to pick bar_width, but max it out at 50)
