You cannot delete a collection fully from ZooKeeper unless all nodes are up and functioning correctly.

      This patch has the OverseerCollectionProcessor send a new remove collection cmd to the Overseer work queue after asking each SolrCore to unload itself.

      In the future, if we started shipping with no cores out of the box and required use of the collections api, the overseer could be more intelligent here I think - for example, if you removed a collection and then some instances came back that still had it, the Overseer could tell those instances to unload now stale SolrCores rather than starting them.
