Description

The README.txt bundled with binary distribution of SOLR 4.0 says:
dist/apache-solr-XX.jar
The Apache Solr Libraries. This JAR file is needed to compile
Apache Solr Plugins (see http://wiki.apache.org/solr/SolrPlugins for
more information).

The jar file does not exist there (or anywhere nearby). There seem to be instead a collection of jars.
