[SOLR-3827] shareSchema=true is not working when creating cores.

Description

Even using the property "shareSchema=true" in the solr.xml, Solr would use a new schema for every core when creating new ones, even if those use the same schema.xml file.
It looks like this was introduced with the changes for SolrCloud.
