DIH - Support specific timezones with formatDate function

      Description

      For some cases it is useful to be able to print a date in a specific timezone, such as UTC. This support should be added to the formatDate function.

          Mark, this makes sense to me, especially given the Timezone/Locale support here in DIH depends on the JRE defaults (SOLR-1916)

          Is it possible you could add a unit test that explicitly sets the timezone?

          Robert, I was having problems getting the unit tests compiling and I have also begun working on other things at my company. I might get to this, however it will likely not be for months.
          All developers, If someone out there could help by creating a good unit test that would be appreciated. It is probably very quick and easy for an experienced Solr dev.
