Backup/Restore API locations should be relative to the default repository location

    Description

      Currently the Backup Repositories generally use the API location as an override to the default location of the repository. Starting with Solr 10, we should use this as a relative path to the default repository location (and not allow paths that are outside of the scope of the default location, for security).
